The Camden Central School District will hold its 2022-23 annual vote for the proposed District budget, along with Board of Education elections on Tuesday, May 17th. Voting will be held from noon to 9 p.m. in the Camden High School Auditorium Lobby.
To assist our community in making an informed decision on this year's budget, we have included comprehensive information on the budget and board candidates here. Use the "Downloads" section included below to see the pertinent documents we have available, along with pertinent legal notices.

Voter Requirements
The New York State Education Law Provides that a person is entitled to vote at any annual or special school district meeting if they are a qualified voter.
A qualified voter:
Must be a citizen of the United States
Must be at least 18 years of age
Must be a resident of the school district at least 30 days prior to the meeting which he/she offers to vote
Must be not prohibited from voting under the provisions of Section 5-106 of the Election Law (having been convicted of a felony or adjudged mentally incompetent)
Must present proof of residence with a picture, such as a driver’s license or non-driver identification.
2022 Board of Education Election Information
At the annual meeting on May 17, 2022, voters will be asked to select three candidates to fill three seats on the Board of Education. The seats are at-large, 2 seats are 3 year terms, and 1 seat is a 1 year term. The two individuals that receive the highest number of votes will receive the two 3-year term board vacancies, and the individual with the third highest count will receive the one 1-year term board vacancy. All terms start July 1, 2022. The following candidate’s names will appear on the ballot.

Shall the Board of Education of the Camden Central School District be authorized to appropriate and expend an amount not to exceed $53,720,581 for general purposes for the school year 2022-2023, and to levy a tax on the taxable real property of the school district as provided by law?

Revenue Summary
2022-2023 GENERAL FUND REVENUES
The following are best estimates for the revenues that will fund the 2022-2023 Camden Central School District budget of $53,720,581. Listed are summaries of the four main sources of revenue, the expected amount for each revenue in 2022-2023, the percent of the total budget coming from that revenue, and a brief explanation.
1. New York State Aid $39,463,093 73.46%
This category includes all classification of State aid to the Camden Central School District. Among the major types of aid that we will receive are Foundation Aid, BOCES Aid, Transportation Aid, Building Aid, Textbook aid, Hardware & Software Aid and Excess cost aid for handicapped student aid.
2. Appropriated Fund Balance $1,015,463 1.89%
This is the current anticipated fund balance from the 2021-2022 school year that will be rolled forward to support the projected expenses in the proposed 2022-2023 budget. In building a budget there needs to be enough money planned for emergencies and unforeseen circumstances. If that money is not used it can be used to reduce the next year's property taxes
3. Local Share $12,175,025 22.66%
This is the property tax contribution budgeted to support the 2022-2023 budget. The Local Share/ Tax Levy increase will be 4.5%, which is below the 2% Tax Cap calculated limit of 6.7%. It is projected that the final tax rates on true per household will be a 2.5% increase on average depending on the State established final equalization rate and increased market values for each Town in the district.
4. Miscellaneous revenue $1,067,000 1.99%
Included in this group of revenues is income from a variety of sources including: interest income, refunds from BOCES, Medicaid, Medicare, Reserves, Federal Grants, E-Rate and the Sale of surplus items.

LEGAL NOTICE
FOR PUBLIC HEARING AND FOR VOTE ON THE 2022-2023 SCHOOL BUDGET, AND ELECTION OF MEMBERS OF THE BOARD OF EDUCATION OF THE CAMDEN CENTRAL SCHOOL DISTRICT
NOTICE IS GIVEN that the Board of Education shall conduct a Public Hearing for the inhabitants of the Camden Central School District, at the Camden Central High School Tuthill Learning Commons on Tuesday, May 10, 2022, commencing at 7:00 p.m. for the purpose of presenting the Budget therefore for the fiscal year 2022-2023 to be voted on May 17, 2022 in accordance with the Education law.
NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes may be obtained by any taxpayer at each school building in the District during the 21 days immediately preceding the Annual Meeting (Budget/Trustee Vote), except Saturday, Sunday or holidays, between the hours of 8:00 a.m. and 4:00 p.m.
NOTICE IS FURTHER GIVEN that pursuant to Resolutions adopted by the Board of Education of the District, a regular meeting of qualified voters of said School District will be held on Tuesday, May 17, 2022, at Camden Central High School Room 302 Lobby by voting machine between the hours of 12:00 noon and 9:00 p.m.. Such meeting shall be held for the purpose of voting upon the matters hereinafter set forth:
To vote upon the Board adopted Budget for the 2022-2023 school year, which shall appear as Proposition No. 1 on the voting machines.
To vote on the election of Board of Education members as follows:
Elect THREE (3) members to the Board of Education of the Camden Central School District for “at-large” vacancies as follows:
Two (2) - 3-year term ending June 30, 2025, presently held by Stewart Hatzinger and Anthony Gonzalez until June 30, 2022
One (1) – 1 –year term ending June 30, 2023, presently vacant
Positions are “at-large” positions; therefore the nominating petitions shall not describe any specific vacancy on the Board. The two candidates that receive the greatest number of votes will fill the 2 seats whose terms end June 30, 2025. The candidate that receives the third greatest number of votes will fill the 1 seat whose term ends June 30, 2023.
NOTICE IS FURTHER GIVEN that qualified voters may obtain applications for absentee ballots from the office of the Clerk of the School District. Completed applications for absentee ballots must be received by the District Clerk of the School District no later than 5:00 P.M. prevailing time, on May 16, 2022, and must be received no later than 5:00 P.M., prevailing time, on May 10, 2022 if the absentee ballot is to be mailed to the voter. Completed applications received after 5:00 P.M. on May 10, 2022, will require the voter to personally appear at the Office of the Clerk of the School District to receive an absentee ballot. A listing of all persons to whom an absentee ballot is issued will be available for inspection by any qualified voter during regular business hours in the Office of the Clerk of the School District through May 16, 2022.
NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 315-245-1024 or kkeil@camdencsd.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 21, 2022. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
NOTICE IS FURTHER GIVEN On March 28, 2022, Governor Hochul signed into law a bill that renews the amendments to the Education Law relating to absentee ballots through Jan. 1, 2023. This bill extends the provision that allows voters to apply for an absentee ballot when they are unable to appear personally at the polling place of the school district in which they are a qualified voter because there is a risk of contracting or spreading a disease that may cause illness to the voter or to the other members of the public. This law allows for fear of contracting COVID to be an allowable reason for an absentee ballot.
